The City of Madrid has 3.5 million inhabitants and is administratively divided into 21 districts.
The pilot in Madrid is about adapting Bellas Vistas, in Tetuán, to heatwaves without triggering gentrification, with GEA21, Madrid City Council and Espacio Bellas Vistas working with the local ecosystem.
It matters because this neighbourhood combines heat stress, dense urban form, vulnerable housing conditions and social vulnerability, so adaptation has to reduce risk while protecting existing residents.
