JUST4CARE is a European Union–funded Horizon Europe Innovation Action project supporting cities to move from reactive climate adaptation to just climate resilience.
We combine data, artificial intelligence, local knowledge and democratic participation to help cities adapt to climate risks without deepening existing inequalities.
JUST4CARE helps cities and communities learn how to adapt to climate change in ways that protect everyday life: heat at home, shade in public space, access to water, care, mobility, health and safe neighbourhoods.
The project works across four pilot cities to co-create adaptation strategies that are evidence-based, locally grounded and designed with justice from the start.
JUST4CARE has three main objectives:
We combine AI-supported risk assessment, participatory methodologies, local knowledge, capacity building and evaluation tools.
Our methods ask not only whether adaptation works, but whether it is fair: who benefits, who participates, who may be left out and what safeguards are needed.
JUST4CARE aims to help cities make climate adaptation more inclusive, accountable and useful for people more exposed to climate risks.
The project will produce tools, methods and learning that support fairer decisions, stronger local capacity and adaptation strategies that can be shared across Europe.
JUST4CARE brings together 16 partners from 7 countries: research organisations, municipalities, civil society groups, climate and energy agencies, and partners specialised in participation, governance, innovation and communication.
Together, they build the learning infrastructure needed for just climate resilience.
JUST4CARE works in four pilot cities: Madrid, Çankaya, Budapest/Józsefváros and Zagreb.
Each city brings a different climate and justice challenge — from heat and housing pressure to water resilience, energy poverty, ageing populations and heritage constraints.

JUST4CARE’s Replicant Cities form a Community of Practice that follows the pilot process closely, exchanges experience and helps test how learning can be adapted to other urban contexts.
Their role is not to copy solutions, but to help understand what can travel, what must change and what conditions make just adaptation possible elsewhere.
