Community Justice, Adaptation and Resilience
Just4Care logo

JUST4CARE is a European research and action project that supports cities in moving from reactive climate adaptation to just climate resilience, combining data, artificial intelligence, local knowledge and new forms of democratic participation.

The Project

What is JUST4CARE?

JUST4CARE is a Horizon Europe project exploring how cities can design climate adaptation strategies that are fair, inclusive and effective.

Climate adaptation often leaves the most vulnerable behind, with policies that are unjust, isolated and short-term. JUST4CARE changes that by integrating justice, equity, and resilience into urban and regional planning in Europe. We work with local communities in Ankara, Budapest, Madrid and Zagreb to co-create solutions that meet the needs of historically excluded groups. AI-driven models will support the integration of climate justice principles into risk assessments, while our Community of Practice will promote the replication of effective solutions in other cities to ensure broader impact. Let’s join forces to make climate adaptation just, inclusive, and resilient.

Objectives

  • Develop a Just Climate Resilience framework
  • Use AI-based tools to assess climate risks and social vulnerability
  • Test solutions through local pilots
  • Support learning and replication across Europe
  • Co-create a European Declaration of Urban Rights for Climate Resilience

How we work

  • Local pilot actions and Urban Parliaments. “Just4Care pilots use Urban Parliaments as participatory infrastructures, building on the methodology developed by the Universal Declaration of Urban Rights.”
  • Community of practice with follower cities
  • Open knowledge sharing through an Atlas and toolkits
  • Strong focus on communication, storytelling and participation

Expected impact

  • More just and inclusive climate adaptation policies
  • Empowered local communities
  • Scalable tools for cities across Europe

Who we are

JUST4CARE is implemented by a multidisciplinary consortium of research centres, cities, civil society organisations and practitioners
