Zagreb is a JUST4CARE pilot city, working on heat resilience for older residents in a historic district where heritage, tourism and displacement pressures shape adaptation.

Zagreb is Croatia’s capital and largest city. The City of Zagreb reports a mid-2024 population of 774,225.

In JUST4CARE, the pilot focuses on Gornji Grad – Medveščak, a compact historic district with narrow streets, older buildings, limited vegetation and strong heritage constraints.

“Cities should definitely invest in and expand their green infrastructure. In Zagreb, we’re working closely with older residents—especially those living in the city centre, where the population is ageing. At the same time, we’re actively trying to avoid gentrification and the ‘natural’ displacement that often comes with it. People should be able to stay in the neighbourhoods where they’ve always lived.”
