The City of Madrid has 3.5 million inhabitants and is administratively divided into 21 districts. In JUST4CARE, the selected pilot areas are located in the northern part of the city, including Tetuán / Bellas Vistas and Moncloa [TO CONFIRM final wording for pilot geography].
Madrid’s pilot explores how to address heatwaves and urban heat-island effects where they intersect with housing stress, limited household resources and risks of displacement. The work brings together municipal teams, local organisations and residents who rely on public space and public facilities for everyday climate protection.
This matters because just adaptation in Madrid is not only about adding shade, vegetation or cool spaces. It is about asking who can access them, who may be left out, and how public action can protect everyday life without accelerating exclusion or displacement.
This matters because the project’s credibility depends on what happens in real neighbourhoods. GEA21 helps ensure that pilots are not presented as isolated tests, but as learning territories where cities and communities can understand risks, identify safeguards and adapt without creating new forms of exclusion.
