In JUST4CARE, the Municipality of Budapest leads and supports pilot activities in District VIII, working on energy poverty, heat risks and urban resilience. Its role connects local pilot action with wider municipal decision-making and policy learning.
This matters because adaptation is shaped by city-wide systems as well as neighbourhood realities. Budapest helps JUST4CARE understand how a capital city can coordinate institutions, evidence and local communities so that climate resilience responds to people who face unequal exposure and fewer resources to adapt.
